How do you scale Upwork lead generation?

Our agency has been getting more active on Upwork lately, and we're looking for ways to make the process more efficient without sacrificing quality.
Are you handling everything manually, or using any tools to help
with job discovery, proposal management, and outreach? I'd be
interested to hear what has worked best for others.
